Staffing Analytics for Critical Infrastructure Uptime

Analytical methods capable of enhancing insights into the operational execution of complex Power & Cooling (P&C) systems are scarce. A framework for applying Workforce Analytics (WFA) to P&C Operations Incident Management is presented, including a description of the processes in Incident Management, identification of relevant data sources, a set of applications, and two case studies. The overall scope focuses on performance variability aspects that are primarily determined in the Triage and Response phase of the incident management process; other phases can also benefit from WFA. Specific applications facilitate efficient P&C Workforce Deployment to reduce both the likelihood and impact of incidents. Aural to the application of WFA is the concept of Mot-Basic-Model. A Mot-Basic-Model represents a (hypothetical) perfect worker in terms of the three critical components of a worker’s performance: INTERCEPTION to the incident, CURE execution, and CURE completion.
Mot-basic-model matching analysis addresses the matching of worker’s skills and the needs of the incident with a view to cost-effective training and qualification processes. WFA is leveraged to compare the actual incident performance of multiple individualsgroup and/or resource configurations against their respective Mot-Model to identify relative performance gaps and best practices for continuous process improvement. The above Analytical methods and metrics also support Recovery and Post-Incident Review functions of the Incident Management process. A nuclear plant cooling system incident database illustrates the practical application of WFA; parallel directions are being followed for the Power Infrastructure of an Internet data center.
